Vermont Service Center (VSC) experienced an increase in O and P petitions in June, July and August (2015), which combined with officer attrition, training, and requested time off (summer), led to an increase in processing times. VSC is training new officers to adjudicate O and P petitions. VSC aims to achieve 14-day processing times and is currently working on the backlog. Many cases have been upgraded to premium processing as a result of the backlog. Though Os and Ps are eligible for premium processing, they are not eligible for expedites unless the petitioner is a nonprofit. If there is a need to expedite an application, the case must first be upgraded to premium processing and then the attorney of record may submit a request to expedite.
